History of the National Hansen’s Disease Museum

June 1993 On the occasion of the 40th anniversary of the Tōfū Kyōkai (literally, The Wisteria-Maple Association), the “Prince Takamatsu Memorial Hansen’s Disease Museum” was established with a view to commemorating the lives of the people affected by Hansen’s disease, and to appeal to society to never repeat the wrongs of the past.
April 1994 Fujio Otani, chairperson of the Committee for Examination of the Hansen’s Disease Preventive Projects announced “Otani’s View,” suggesting the abolishment of the Leprosy Prevention Law and the development of a new law.
June A symposium “Issues on the Amendment of the Leprosy Prevention Law” held celebrating the first anniversary of the opening of the museum.
June 1995 A symposium was held celebrating the second anniversary “Tracing Back the History of Hansen’s Disease.”
January 1996 Naoto Kan, the minister of Welfare, expressed reflection and apologized to the representatives of the Hansen’s Disease Patients Association in the minister’s room. The Ministry of Welfare sponsored a bill for the abolishment of the Leprosy Prevention Law before the Diet.
April Abolition of the Leprosy Prevention Law.
June A symposium was held celebrating the third anniversary “How We Should Live from Now.”
March 1997 A preview of the movie Beyond an Invisible Wall, directed by Setsuo Nakayama and jointly produced by the Hansen’s Disease Sanatorium Resident Association, the Tofu Association, and the museum, celebrating the first anniversary of the abolishment of the Leprosy Prevention Law.
June Beyond an Invisible Wall put on screen, celebrating the fourth anniversary.
October 1998 A special exhibition was held celebrating the fifth anniversary “Photo Exhibition of Cho Geun-Jae.”
December A book was issued titled “Five-Year History of the National Hansen’s Disease Museum”.
June 1999 The sixth anniversary celebration event was held titled “Lecture Meeting by Cho Chang-Won.”
October 2000 A special exhibition was held celebrating the seventh anniversary “Nagashima Aisei-en.”
March 2001 A study meeting was held celebrating the fifth anniversary of the abolishment of the prevention law “What is the Leprosy Prevention Law.” (Three times until June)
May The plaintiffs won (by the Kumamoto District Court) in a lawsuit over the unconstitutionality of the Leprosy Prevention Law. The state revoked its right to appeal to a higher court and released a“Statement by the Prime Minister Concerning a Swift and Comprehensive Solution to the Hansen’s Disease Issue”. “The expansion of Hansen’s disease museum” was incorporated in this statement.
July The eight anniversary celebration event was held titled “Lecture Meeting by Shunsuke Tsurumi.”
May 2002 The Commission for the Improvement of Hansen’s Disease Museum established.
June The movie Spirited Away directed by Hayao Miyazaki was shown to celebrate the ninth anniversary.
December The Commission for the Improvement of Hansen’s Disease Museum (chaired by Fujio Otani) submitted an interim report.
June 2003 The tenth anniversary celebration event was held with a lecture by Fujio Otani, director of the museum, and a monologue “Oguri-ko.”
March 2004 The Commission for the Improvement of Hansen’s Disease Museum submitted the Basic Plan for the Improvement of the Hansen’s Disease Museum to the Health Bureau Manager, Ministry of Health, Labour and Welfare.
April The Study Council on the Hansen’s Disease Issue and Japan Law Foundation submitted the “Report from the Study Council on the Hansen’s Disease Issue 2003” (an interim report).
June The Commission for the Improvement of Hansen’s Disease Museum held its twelfth meeting (to produce basic and execution designs).
October “Prince Takamatsu Memorial Hansen’s Disease Museum 10th Memorial Book” was issued.
November The Commission for the Improvement of Hansen’s Disease Museum held its thirteenth meeting (to make an interim report and to decide/approve the details).
March 2005 The Commission for the Improvement of Hansen’s Disease Museum held its fifteenth meeting (to approve construction and exhibition designs and administrative operations).
June An exhibition was held celebrating the twelfth anniversary “Photos of the Sanatoriums in the Past.”
September 2006 – March 2007
Temporarily closed for the construction of a new building and display production.
April 2007 Reopened as the “National Hansen’s Disease Museum”.
April A special exhibition, “Pictures by Cho Chang-Won—Light and Shadow in Sorokto –,” was held until May celebrating the reopening.
April “National Hansen’s Disease Museum Opening Memorial Book” was issued.
October An autumn special exhibition, “Darning the Mind – Creative Activities in Segregation –,” was held until December.
April 2008 A spring special exhibition, “Hansen’s Disease Sanatoriums of Today,” was held until June.
September An autumn special exhibition, “With Torn Heart – Children who Lived in Segregation –,” was held until November.
September “Pictorial Record of the Permanent Exhibition at National Hansen’s Disease Museum 2008″ was issued.
October “The first edition (2007) of Annual Report of National Hansen’s Disease Museum” was issued.
January 2009 A special exhibition, “TAKASHI KITA Exhibition – supported by his friend’s was held until March.
January A special exhibition, “History of the Ceramic Workshop at Tama Zenshoen Sanatorium” was held until March.
April The “Law on Promotion of Issues Related to Hansen’s Disease” was enacted. Article 18 of this law advocates the “Establishment of the National Hansen’s Disease Museum”.
April A photo exhibition was held as a pre-event until June.
July An exhibition, “One Hundred Year of Segregation – Establishment of Prefectural leprosarium” was held until December.
October “The second edition (2008) of Annual Report of National Hansen’s Disease Museum” was issued.
January 2010 International Symposium of Hansen’s disease policy (the first) Hansen’s disease medical policy and preservation of archives – Japan and Norway -.
January A special exhibition, “KOHUJI MONOU Exhibition” was held until February.
March “Pictorial Record of the Permanent Exhibition at National Hansen’s Disease Museum 2009″ was issued.
March “National Hansen’s Disease Museum Research bulletin (No.1)” was issued.

April A spring special exhibition, “The Youth’s reintegration into society – from 1950 to 1970” was held until July.

October An autumn special exhibition, “Rai-in’ Kiroku”- the Leprosy sanatoria of absolute segregation period, written by HOJO Tamio- was held until December.
November “The fifth edition (2011) of Annual Report of National Hansen’s Disease Museum” was issued.

November An autumn ‘2014 – A spring ‘2015 special exhibition, “Light on These pepole”- Living of the residents of leprosy sanatoria that photographer Cho Geun-Jae told – was held until May 2015.

July A picture book “Sumire” publishing commemorative original pictures exhibition, – The birth 100 years of HOJO Tamio anniversary – was held July 17 to 31.

October A autumn special exhibition, “History of the Tairoin, a private Hansen’s disease sanatorium”- 115 years from establishment to closure – was held until December.
